One can do Heat Transfer vinyl without a cutter, but it is a severely limiting choice. The outcome without a cutter is usually dismal.

It is important to get a wide cutter. Weather it is a Silhouette Cameo, a Cricut or other cutting machine - a smaller narrow one will almost surely need to be replaced with a wider one when one get more vinyl experience.
